He is from the Dark Times comics.

He's been in Republic (Clone Wars) comics and Legacy too. Part of the Ostrander/Duursema collection of characters, I believe, like another fan fave, Quinlan Vos.

Personally, I hope he comes with his "Chinese" hat.
